Detailed Narrative Description of Project:
The government of Nepal (GoN) has received a loan and grants from Asian Development Bank (ADB) Special Fund Resources to help finance the proposed Integrated Urban Development (IUDP). The project implemented urban environmental improvement, on an integrated basis, in the areas of drainage, municipal roads, solid waste management, and water supply. The project also Undertook Community Development Programs (CDP) and GESI which mainly focused on poverty pockets of municipalities and communities that could be left out from major infrastructure improvement projects. Gender Equality and Social Inclusion (GESI) will be mainstreamed in all sub projects. PMSC assisted the PCO in overall management and implementation of project including guidance and support to DSC and the NGO.
The board objective of Project investments is to achieve higher and more socially inclusive economic growth in the project municipalities through effective efficient and reliable delivery of improved and affordable services through following project activities and to mainstream GESI in MoUD's operation:
(I) Dharan Sub-Metropolitan City: Rehabilitation, Extension and Development of Water Supply Sub-project: HHs- 28841, Population-185486, sources-surface / ground water (deep tubewell), yield (lps)-19.72, New Tubewells-7 nos, Treatment Facilities: Flocculater (16.2 MLD) & Sedimentation Tank- (16.2 MLD), Rapid Sand Filter (RSF)-16.2 MLD and Backwash Reservoir-200m OHT, Reservoir Tanks-6200m3, Transmission Pipe- 40.3 km, Distribution Pipe-381 km, Total Project Cos (approx)- NRs. 1654 millions.
(II) Janakpur Sub-Metropolitan City: i) Improvement and Development of Storm Water Drainage and Urban Road Sub-project: Population: 97796, HHs- 19183, RCC pipe Drain – 29.8 Km, Open Drain – 1.28 Km; Urban Road Works: 9.29 Km; Total Project Cost (approx): NRs 1,017,501,637; ii) Integrated Solid Waste Management Sub-project:– The originally proposed site for sanitary landfill site at Fulgama VDC has been ruled out due to the opposition from locals of the concerned Village Development Committees. The Janakpur Sub Metropolitan City, in the meantime, has identified another site at Sinurjoda.
(III) Siddharthanagar Municipality: i) Improvement and Development of Storm Water Drainage and Urban Road Sub-project: Population- 63483, HHs- 12497, Storm Water Drainage System: CA-28277 ha, Total Drain – 32 Km, Concrete – 1.77 Km, Brick – 15 Km, Stone Pitching – 12 Km, Earthen- 3 Km; Drop Structure – 6 nos., Rain Inlets – 1600 Nos, Culverts – 2 nos., Urban Road: Length-10.32 Km (6 to 20 m width), Asphalt Concrete of 40 mm thick; Total Project Cost – NRs. 876,537,310.33, ii) Integrated Solid Waste Management Sub-project: Area of landfill site – 4.06 ha, Average daily production – 22.86 TPD, Compost Plant Capacity – 5 TPD, Average Height of Land Fill Site – 7 Km, Project Cost – 321,655,426.00
(IV) Nepalgunj Sub-Metropolitan City : i) Improvement and Development of Storm Water Drainage and Urban Road Sub-project: Population – 72503, HHs – 15180; Storm Water Drainage System: Catchment Area – 6183 ha, Length – 60.14 Km (RCC, Brick and Stone Pitching); Cell Slab Culverts – 6 nos., Pipe Crossing (road) – 155 nos., Rain Inlets – Chamber-300 nos, Culverts – 3000 nos, Outfall Structure – 14 nos. and drop structure – 3 nos; Urban Roads: Length – 7.7 Km (asphalt concrete of 40 mm), Total Project Cost – NRs. 1,076,956,046.93; ii) Integrated Solid Waste Management Sub-project: Population – 72,503, Area – 12.51 sq.km, Area for LFS-8.5 ha, Daily Waste Production – 35.32 TPD, Composting Waste – 48.9%, Compost Plant Capacity – 15 ton/day, Height of Land fill – 14.5m, Total Project Cost – NRs. 339,368,892.60.
(V) Social Safeguard, Environmental Safeguard and CDP in each Town: i) IEE and RP of Dharan Water Supply; ii) IEE and RP of Drainage and Road Works of Janakpur, Siddharthanagar and Nepalgunj; iii) EIA and RP of Solid Waste Management of Siddharthanagar and Nepalgunj.
Detailed Description of Actual Services Provided by the Company:
Consultant provided project management support, supervision and monitoring including following major activities:
- Provide project management skills and build the capacity of PCO on a sustained basis in planning and managing the Project:
- Establish an effective management system, including project performance management system (PPMS) to ensure timely and high quality implementation and completion of the Project.
- Provide technical advisory and capacity building support to PIU's, DSCs and NGOs through the PCO;
- monitor the activities of the subprojects so that they comply with environmental, social, resettlement and other safeguards requirements provisioned in the project documents;
- assist the PCO in reviewing the design and procurement documents prepared by the PIUs and recommended for approval
- develop uniform working procedures, guidelines, manuals, quality assurance and quality control system for the smooth implementation of all subprojects in the project municipalities with DSC's support
- provide all necessary suppoprts to the PCO in communicating with the Project Steering Committee (PSC), TDF, various concerned ministries and government departments as needed, PIUs ADB, municipal Project Management Committee (MPMC), municipal boards, and all other relevant stakeholders.
